Localization language setting inconsistent (ps_tab_lang)

      Description

      I created my shop in the Dutch language and as a consequence there is only one language (id_lang=1=nl). When I add the localization pack for the Netherlands this stays so.

      However, when I add the localization pack for the US something strange happens: the menu becomes in English while the rest of the page stays Dutch. When I look in the ps_tab_lang table where these menu translations are defined I see that for all id_tabs the two language entries (id_lang =1 or 2) are equal: in English. Reloading the Dutch localization pack will not change this situation.

      I added a third localization package: German. That behaves as one should expect.

      I suspect that it may be hardcoded in some places that id_lang=1 always means English. However, that is not what happens when I start my installation in Dutch.
